Help! Dragon Slayer Needed!

I have just purchased a secondhand Dragon SS485H 10-11m xcvr. It does not come with an instruction manual and I cannot get it to tune below 28.000MHz. Can someone please help?
A photo copy of the manual would be great as I would also like to know how to program the Functions.

PS - I've since figured out how to get it to display the 40 CB channels,
but the full manual would be a great help. Everything about this xcvr is in Russian on the Internet! Maybe it was marketed under a different name in
the US as that's often the case.
