A message the first time...

Hi !

As often it's the same operators who never give a contribution, we decided in first to do the QSL reply with a message inside explaining the importance of the contribution and in the same time to do a personal listing.

If the operator (in an another activation), after checking the list did it before: To reply with a collection card and a word to explain why...

The third time : He will not have any reply !

We know that some operators haven't enought money to buy an IRC (in some poor countries) but sometime when you receive a QSL card where the operator show all his material (thousand of Dollars of transceivers and antenna for example) and is not able to pay his QSL return (a few cents)...

It can be BORING and very EXPENSIVE !
